These Terms and Conditions govern your use of the winph4 platform. By registering an account or accessing any winph4 service, you agree to be bound by these terms in full. Please read them carefully before playing.
winph4 services are available exclusively to individuals aged 21 years or older, as required by PAGCOR regulations. Access by minors is strictly prohibited.

1. Introduction
These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("Player," "User," "you") and winph4 ("winph4," "we," "us," "the Platform"), governing your registration, access, and use of the winph4 online gaming platform, including all games, features, promotions, and related services available at winph4.co and through any winph4 mobile application.
winph4 operates under the regulatory framework of the Philippine Amusement and Gaming Corporation (PAGCOR), the government authority responsible for authorizing and supervising gaming operations in the Philippines. All services provided by winph4 are intended exclusively for the Philippine market and for players located within the jurisdiction where online gaming is legally permitted.
By creating an account on winph4, accessing the Platform, or placing any wager, you confirm that you have read, understood, and agreed to these Terms in their entirety. If you do not agree with any part of these Terms, you must immediately cease use of the winph4 platform and close your account.
These Terms were last updated on January 1, 2026. winph4 reserves the right to amend these Terms at any time. Continued use of the Platform after amendments constitutes acceptance of the revised Terms.
2. Eligibility
To open and maintain a winph4 account, you must satisfy all of the following eligibility requirements at the time of registration and on a continuing basis throughout your use of the Platform:
- You must be at least 21 years of age. This age requirement is mandated by PAGCOR for all licensed gaming operators in the Philippines and is non-negotiable. winph4 enforces this requirement through identity verification at registration and reserves the right to request additional age verification documentation at any time.
- You must be a natural person. Corporate entities, trusts, and other non-individual legal structures may not register as players on winph4.
- You must be located in a jurisdiction where accessing and participating in online gaming is lawful. It is your sole responsibility to determine whether online gaming is legal in your location before registering.
- You must not be registered on any exclusion register, including any PAGCOR-administered self-exclusion program or third-party exclusion database.
- You must not be a current employee, contractor, officer, or director of winph4, or an immediate family member or household member of such a person.
- You must not have had a previous winph4 account closed or suspended for breach of these Terms.
Underage Gaming is Illegal. Any individual found to have misrepresented their age to open a winph4 account will have their account immediately closed, all pending winnings forfeited, and the matter reported to PAGCOR as required by law. winph4 actively cooperates with regulatory authorities on underage gaming investigations.
3. Account Registration & Verification
Each player is permitted to hold only one (1) account on winph4. Duplicate accounts are prohibited. Where multiple accounts are identified as belonging to the same individual — whether through shared payment methods, device fingerprinting, IP address, identity documents, or other indicators — winph4 reserves the right to close all associated accounts and void all balances and pending transactions across them.
During registration, you are required to provide accurate, complete, and current information, including your full legal name, date of birth, residential address, and a valid Philippine mobile number. You agree to update this information promptly whenever it changes.
winph4 operates a Know Your Customer ("KYC") verification process compliant with PAGCOR requirements and applicable Philippine anti-money laundering laws. You may be required to submit identity documents — such as a government-issued ID (e.g., PhilSys, UMID, driver's license, or passport) — before withdrawals are processed or at any time at winph4's discretion. Failure to complete KYC verification within a reasonable time may result in withdrawal restrictions or account suspension.
You are solely responsible for maintaining the confidentiality of your winph4 login credentials. You agree to notify winph4 support immediately upon becoming aware of any unauthorized access to your account. winph4 is not liable for any losses arising from unauthorized account access where you have failed to adequately protect your credentials.
4. Deposits & Withdrawals
winph4 accepts deposits via the payment methods displayed on the Platform at the time of transaction, which may include GCash, Maya (formerly PayMaya), BPI, BDO, UnionBank, Metrobank, and other methods as updated from time to time. All transactions are processed in Philippine Peso (PHP) unless otherwise specified.
Deposits are credited to your winph4 account balance upon confirmed receipt by winph4's payment processors. winph4 does not charge deposit fees, though your payment provider may impose their own transaction charges for which winph4 bears no responsibility.
Withdrawals are subject to the following conditions:
- You must have completed KYC verification before your first withdrawal is processed.
- Withdrawals may only be made to payment methods registered in your own name. Third-party transfers are strictly prohibited.
- Minimum withdrawal amounts and processing times are as displayed on the Platform and may vary by payment method.
- winph4 reserves the right to delay withdrawal processing where there are reasonable grounds to suspect fraudulent activity, bonus abuse, money laundering, or breach of these Terms, pending investigation.
- Bonus funds are subject to wagering requirements and are not eligible for withdrawal until those requirements are met. See Section 5.
winph4 does not accept cash payments and does not process transactions on behalf of third parties. Any attempt to conduct transactions for or on behalf of another person constitutes a violation of these Terms.
5. Bonuses & Promotions
winph4 offers various promotional offers, including welcome bonuses, reload bonuses, cashback, free bets, and loyalty rewards. Each promotion is governed by its own specific terms and conditions, which are displayed on the relevant promotion page. In the event of any conflict between promotion-specific terms and these general Terms, the promotion-specific terms shall prevail.
General bonus conditions applicable to all winph4 promotions unless stated otherwise:
- Wagering Requirements: Bonus funds carry wagering requirements that must be satisfied before the bonus balance or any winnings derived from it can be withdrawn. Wagering requirements, eligible games, and time limits are specified per promotion.
- One Bonus Per Account: Each promotion is available once per player, per household, per device, and per payment method, unless explicitly stated otherwise.
- Abuse: winph4 may void bonuses and associated winnings, and may close the account, where there is evidence of bonus abuse — including but not limited to coordinated wagering patterns, low-risk balanced wagering designed to extract bonus funds without genuine gameplay intent, or the use of multiple accounts.
- Eligibility: Bonuses are available to verified players aged 21 and above only. winph4 reserves the right to exclude any player from any promotion at its discretion.
- Expiry: Unclaimed or unmet bonus wagering requirements expire at the end of the period specified in the promotion terms. Expired bonuses are forfeited without compensation.
6. Game Rules & Fairness
All games available on winph4 are operated using certified Random Number Generator ("RNG") software, independently audited by third-party testing laboratories to ensure statistical fairness and compliance with industry standards. Return to Player ("RTP") percentages are disclosed within each game's information panel.
Game outcomes are determined by the RNG at the moment a wager is placed and confirmed. Any technical malfunction occurring during a game round — including connectivity interruptions, platform errors, or software failures — may result in the round being voided and the corresponding stake being returned. In such cases, winph4's decision on whether to void or settle the round is final.
Live casino games are subject to additional rules specific to each table and game format. Players are responsible for familiarizing themselves with game-specific rules before placing wagers. A game round that has been completed and settled in full cannot be disputed on the basis of the player's misunderstanding of the rules.
7. Prohibited Conduct
The following conduct is strictly prohibited on winph4 and constitutes grounds for immediate account suspension, forfeiture of funds, and referral to relevant authorities:
- Providing false, inaccurate, or misleading information during registration or KYC verification.
- Operating or attempting to operate more than one winph4 account.
- Using automated software, bots, artificial intelligence tools, or scripted systems to interact with the Platform in any manner.
- Engaging in any form of collusion, cheating, or fraudulent activity in any game or sports betting market.
- Exploiting software bugs, glitches, or technical errors for financial gain. Any winnings derived from exploiting a known error must be reported to winph4 and are subject to reversal.
- Money laundering or using winph4 as a mechanism to obscure the origins of funds, in violation of Republic Act No. 9160 (the Anti-Money Laundering Act) and its amendments.
- Chargebacks or fraudulent dispute filings against legitimate winph4 transactions processed through GCash, Maya, or banking channels.
- Allowing or facilitating access to your winph4 account by any third party, including for gambling purposes on your behalf.
8. Responsible Gaming
winph4 is committed to providing a safe and responsible gaming environment. We recognize that for a small proportion of individuals, gambling can become harmful. winph4 provides the following responsible gaming tools, accessible directly from your account settings at no charge:

9. Account Suspension & Termination
winph4 reserves the right to suspend, restrict, or permanently close any player account, with or without prior notice, under the following circumstances:
- Breach of any provision of these Terms.
- Reasonable suspicion of fraudulent activity, money laundering, or criminal conduct.
- Failure to complete KYC verification within the required timeframe.
- Discovery that the player does not meet the eligibility requirements set out in Section 2.
- Receipt of a self-exclusion request from the player.
- Regulatory instruction from PAGCOR or any competent authority.
- Prolonged inactivity, as defined in winph4's dormant account policy.
Where an account is closed due to breach of these Terms, any balance remaining in the account (excluding amounts subject to pending dispute or investigation) will be forfeited. Where an account is closed at the player's request and no breach is found, remaining verified balances will be returned to the player's registered withdrawal method following completion of any outstanding KYC requirements.
10. Intellectual Property
All content on the winph4 platform — including but not limited to software, game interfaces, graphics, logos, trademarks, text, and audiovisual materials — is the exclusive intellectual property of winph4 or its licensed third-party suppliers and is protected by applicable Philippine and international intellectual property laws.
You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the winph4 platform for personal entertainment purposes only. This license does not permit you to copy, reproduce, modify, distribute, transmit, display, sell, or create derivative works from any winph4 content without prior written consent from winph4.
11. Limitation of Liability
To the fullest extent permitted by applicable Philippine law, winph4 shall not be liable for any direct, indirect, incidental, consequential, special, or exemplary damages arising from your use of, or inability to use, the winph4 platform — including losses arising from gaming outcomes, platform downtime, technical errors, or unauthorized account access where reasonable security measures have been provided.
winph4's total aggregate liability to any player in connection with any claim arising under these Terms shall not exceed the total net deposits made by that player to their winph4 account in the thirty (30) calendar days preceding the claim.
Nothing in these Terms limits or excludes winph4's liability for fraud, willful misconduct, death, or personal injury caused by winph4's negligence, to the extent that such limitation would be unlawful under Philippine law.
12. Governing Law & Dispute Resolution
These Terms are governed by and construed in accordance with the laws of the Republic of the Philippines. Any disputes arising out of or in connection with these Terms, your winph4 account, or any transaction on the Platform shall be subject to the exclusive jurisdiction of the courts of the Republic of the Philippines, without prejudice to winph4's right to seek injunctive or other equitable relief in any court of competent jurisdiction.
Before initiating formal legal proceedings, players are encouraged to contact winph4 support to attempt resolution of any dispute informally. winph4 commits to acknowledging formal written dispute submissions within five (5) business days and providing a substantive response within thirty (30) business days. Where disputes relate to game outcomes, winph4's game logs and RNG records constitute the primary evidentiary basis for resolution.
13. Amendments to These Terms
winph4 reserves the right to amend, update, or replace these Terms at any time. Material changes will be communicated to registered players via email or in-platform notification at least seven (7) calendar days before the amendments take effect, except where immediate changes are required to comply with applicable law or regulatory instruction, in which case changes may take effect immediately.
Your continued use of the winph4 platform following the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not accept the amended Terms, you must cease using the Platform and close your account prior to the effective date of the changes.
